Sir,
   I have understood that a change was contemplated in the management of that branch of the Q. M. Department connected with railroad transportation, without solicitation I beg leave to state that Capt Morfit, who since the retirement of Major Ashe has had charge of the former duties of that gentleman, whilst he has shown a most commendable faithfulness in ??ing for the interest of the Government has so conducted his intercourse with the officers of this Road as to induce me to ask the retention of Capt Morfit in his present post.
   I believe that the interests of the Government will be subserved by his continuance in his present office and a harmonious action with the railroads secured.
