   Understanding that it is proposed to fill the vacancy created by the withdrawal of Major Ashe from the position of Quartermaster for Railroad transportation at this post, I take pleasure in recommending as his successor Capt Morfit, who for some time past has been performing the duties of the position during Major Ashe's absence and since his withdrawal.
   To great industry, efficiency and zeal in behalf of the Government, he has united a practical appreciation of the capacities and operations of Railroads, with a courteous deportment towards their officers, which is the best assurance of his obtaining from them the utmost available assistance to the Government.
   His appointment will, I doubt not, be equally satisfactory to the Government and to the Railroad Companies.
