   To day I received from Charleston a Bill of Lading for fifteen hundred Sacks Flour and Three hundred Sacks Peas for Maj J H Claiborne Richmond. This freight was in N E Cars, and went through to Wilmington NC. The agent of the W&M RRoad {Wilmington & Manchester RR} refused to give me a Bill of Lading for them; stating the he had received orders from his Superintendent (Capt H M Drane) ??? to sign any Bill of Loading for properly passing over his Road in Freight trains. In view of the above facts, I would most respectfully ask what course I shall pursue so as to protect the Government integrat, and at the same time expedite transportation. If the freights are unloaded at this point it will unavoidably cause delay. Awaiting an early reply, I am Col.
