you the enclosed letters recommending Mr. J. M. Fairbanks as an
Engineer, he desires an appointment in the new Regt of Engineer
Troops. From my personal acquaintance with Mr Fairbanks together with
his reputation as a civil Engineer, I feel confident that he is amply
qualified to discharge the duties of the position he desires to
obtain. I therefore hope that his claims may meet your favorable
