   The public services require that a good and efficient man shd be stationed at Kingsville SC as Transptn Agent and having been informed that Capt R H Hill has made application for his removal from said post I must respectfully ask that Mr. James Wheless be appointed as Agent in the Qr Mas Dept and be assigned to duty at Kingsville. The private character as well as the public of Mr Wheless is beyond suspicion and I know of no man who would more faithfully discharge the arduous duties incumbent upon an officer of the position sought than would Mr Wheless. I would further remark that Kingsville is a most important post just at this time, as thousands of Bushels of Corn are being daily reshipped at that point for Richmond, and can bear personal testimony to the activity of Mr. Wheless in the discharge of his duties as Clerk.

I have had opportunity for observing Mr Wheless and recommend him for the position as an officer of zeal and ability and if the QMG makes any change at Kingsville the appointment of Mr Wheless is due as a reward for his past fidelity.
