Sir,
   Your letter of the 5th inst ??? to hand. The Six Casks of Whiting refered to in your letter is here. It was shipped from Charleston as private freight by Mr Eilen, and not as Government property. I called on the agent of the W&M RRoad {Wilmington & Manchester RR} this morning in regard to it, he says that he cannot turn it over to the Government until the Expenses from Charleston are paid, which amount to $49.10. He says that unless the freight or expenses are paid here, he will have to forward it to Wilmington NC as private freight which is double that of the Government. I have written to Mr. H B. Eilen of Wilmington on the subject.
