Capt Mason Morfit A. Q. M.
Wilmington, N. C.

Sir,
You will instead of going West & South, as ordered by me on 1st inst., go to Raleigh and see Mr. Allen who has a contract to make cars for Government & know when they will be finished. The Government is now ready to furnish ironwork for twenty cars.
Proceed also to Portsmouth & see Union Car Works & say that I have steel springs and steel for springs that he can work up into cars, which I can furnish at market price -- twenty five cents per pound. The cars with wooden springs I will determine whether I will receive when I return to Richmond.
If the Union Works will pay the price, turn over to them the requisite number of springs for twenty cars.
