General,
   The pressure for transportation is so great that I would respectfully recommend that all furloughs rendering travel upon the Railroad lines in Virginia, North Carolina and South Carolina be discontinued at the very earliest possible day, and that they be not resumed until supplies are more abundantly brought forward.
