Captain,
   A lot of 32 boxes shoes was shipped you by Capt Carrington in Sept. Part of which you report 95 pairs short.
   There is difficulty in locating the party responsible for the loss, and to enable me to do so please let me know at your earliest convenience whether you discovered the damage before the boxes were taken from the depot; the packages examined and the loss of 95 pairs shoes ascertained before they were moved from the depot, was the robbery from one, two or more of the boxes; did the packages bear evidence, externally, of theft & did you call a board of inventory in accordance with army regulations?
   If the survey was called, please send me copy of the proceedings.
