Sir,
   In obedience to Special Order (No 75) from (Arty Hd Quarters) I have made a personal examination of the road now being constructed through this City for the connection of the GH & Henderson Railroad and the Texas Central RRd. {Galveston, Houston & Henderson RR and Houston & Texas Central RR} {the Galveston & Houston Junction RR}
   And report, that there has been no progress made in the construction of this road, other than the accumulation of an additional amount of Lumber, Since my last report in August. The grading for this Road was completed at the time of my arrival in this State, Sixteen months ago.
   The two Bridges involved on this line, one across Buffalo Bayou, and the other across White Oak Bayou, are the only works of any importance on the road, and there has been no progress made in their Construction beyond the delivery upon their respective sites of the greater part of the lumber required for their construction. For some reason certainly beyond the discernment of an Engineer, these Companies have selected a line, below the head of navigation on Buffalo Bayou, and this involved the necessity of Building a "Draw Bridge" which is necessarily a tedious and difficult work.
   I have urged upon the Presidents of these roads time and again, the necessity of hastening its completion, and have used all the means in my power to expedite the work; Their continued reply to all enquiries as to the progress of the work is that they are awaiting the arrival of their timber over the Tex & NO R Road.
   The Maj Genl Comdg has issued orders for the protection of their timber, and its transportation over the T&NO RRoad, and I am not aware that there has been any facilities, which have been asked for, that have not been granted.
   The temporary connection between the Central and T&NO RRoad has been finished and now in use.
