| I have the honor to request that Capt Geo
Whitfield AQM be assigned to the special duty of directing
transportation in connection with the Rail Roads at this point that he
have general authority to supervise the prompt unloading of cars so
that the delays heretofore complained of may not longer exist and by a
constant care and personal presence at the different depots make such
needed arrangements as will insure the best possible dispatch. |
