Captain,
   Your communication of the 21st Dec. only reached me today.
para. 2. of the plan referred to ??? that the normal ??? ??? shall be made out by you for each car and engine by RRoad.
para. 9. The railroads are not responsible for freight in ??? cars after placing them at the usual point of unloading, except the railroad employees unreasonably delay the unloading.
   My idea is that the cars shall, as soon as possible, ??? ??? be placed at the usual point of unloading and the unloading shall be done immediately. I wish to increase promptness above all things.
