General,
   I am directed by Genl Lee to say that it has been reported by the Qr Mast Dept that on more than one occasion when troops were being transported to your command, officers have interfered to prevent the unloading of the cars, and thereby caused serious detentions in the operations of the road. Mr Daniel the Presdt of the R. F. & P. R. R. {Richmond, Fredericksburg & Potomac RR} reports this morning that 7 or 8 cars belonging to his Co. were kept all night at Guineas' Depot by one of the officers of the 1st So. Car Inftry (Colo. Hamilton), and in consequence of which detention the train was kept till such a late hour as to prevent its return to this city for another regiment, which was to have left here this morning. Such interference is very reprehensible and the General desires you if possible to ascertain the name of the officer alluded to and if your opinion warranted prefer charges against him. He directs me to call your attention to the enclosed Genl: Orders and to urge upon you the necessity of preventing all unnecessary delay of the cars at your end of the road. In this connection, he also adds me to say, that complaint has been made that the offices of the R. Rd. have been appropriated as hospitals, and the water in the tanks for supplying the locomotives wasted; and you are desired to use every means in your power to prevent these and similar abuse.
