Quartermaster General's Department
August 6th 1864

Maj. R. J. Echols
Charlotte, N. C.

Major,
It is a matter of importance to this Dept that all the raw Cotton for the Mills here in Govt employ should be brought forward as promptly as possible provided that the transportation of Army supplies be not interfered with. The Manchester Cotton & Work Manufacturing Company report that they have some hundred & fifty bales in Charlotte. The Q. M. General wishes that you give them all possible facilities as above for bringing this Cotton to Richmond, they of course paying all expenses, in the rates for private freight.
W. F. Alexander, Asst to Q. M. Genl.
