Sir,
   I herewith return the Vouchers, in duplicate, for the "rent" and "repairs" of cars belonging to the Manassas Gap RR Co, from the 9th of March to 1st July received in your letter of the 15th ultimo.
   The account should be made out more explicitly showing the necessity for, and use to which the cars were appropriated and by whose authority they were hired. The charge of $2040 for repairs needs explanation. In hiring cars, a rail road company, like the owner of any other property hired, assumes the usual risk and wear of the cars while employed in the legitimate use, and under no circumstances can it be seen why the Confederate States should be put to the expense of repairs to the cars while at the same time paying hire therefor, unless by special agreement, the reason for which agreement (if made) must be given. Nor is it shown in what manner the repairs to the cars is made to amount to the exact sum of $60 each.
   Before making a decision thereon the account is returned to you for further explanation.
