   I approve of your suggestion to retain the control of the Engines owned by the Government rather than dispose of any of them to the Rail Road Companies by sale. You can also hire them to the different companies, on reasonable terms, reserving such a control over them, as will secure their proper return, and permit such inquiries as your letter of the 28th ultimo complains of.
