   Some recent occurrences have recalled my attention to paragraph 11 of General Orders No 95 -- November 25, 1862.
   In view of the necessity of the arrangements therein proscribed being thoroughly effected, I desire to bring the subject to your consideration and to enquire whether in the contracts with the several Rail Roads, in the Confederate States, full provisions have been made to have seats reserved for the sick and wounded soldiers transported upon the rail-roads, and their supply with a sufficient quantity of pure water.
   If not I suggest that such a provision be added to all contracts, in which it has not already been inserted.
