Sir,
   I will endeavor to remedy through Capt Morfit, far as it may be possible, the matter of which you complain connection with the managers of the R&P RR Company. {Richmond & Petersburg RR}
   As regards the other subject of your inquiry, the right of Brigade Quarter Masters to interfere with you in the management of the Rail Road Transportation, you will not furnish it. It is for you as Post Quarter Master, after learning the wants of the different commands that may pass through Petersburg, to provide transportation of the character referenced to, as may seem to you best. No officer of this Department has the right to order transportation for any person except in accordance with the regulations, and if any commanding officer should do so the cost thereof will be charged against him.
   You will continue to discharge all of your duties as Post Quarter Master at Petersburg, unless otherwise directed by the General Commanding the Department in which you serve.
