Sir,
   Your letter of the 8th instant has been received.
   In regard to the question you submit, I state that if the produce is for consumption in Virginia, the better plan would be to contract for it at the rates prescribed by the schedule of the Virginia Commissioners.
   This would be proper, in consideration of the fact that the producer resides immediately upon the line between Virginia and Tennessee.
