Sir,
   Major General Whiting has telegraphed that it is not practicable to supply storage for all the Cotton ordered to be shipped to Wilmington, and that its accumulation there involves great hazard of fire.
   He requests that the shipments be delayed until it be ascertained that the Cotton can be properly taken care of or the amount be reduced by being shipped seaward.
   You will be controlled in making shipments to Wilmington, by these views of General Whiting -- and, will keep yourself advised of the condition of the storage etc, at Wilmington.
