   In order to avoid the injurious effects resulting from competition, in purchasing corn, between Agents of the different Depts, I propose, after some fixed date, to undertake to supply them with all the corn they may need on condition that they withdraw entirely from the market. Should you accede to this arrangement, you will please notify me of that fact and will furnish me with as definite information as possible as to the quantities required by you monthly & the localities at which it shall be delivered.
   In the great scarcity of corn in some sections, and the difficulties attending transportation everywhere, accumulations of corn will be impossible, nor can this Bureau pledge itself to meet promptly & certainly every requisition. But every effort will be made to do all that can be done & other Depts & Bureaux entitled shall be placed upon an equal footing with this, in the distribution of the supplies obtained.
