Quartermaster General's Department
Richmond, 22 July 1862

Dr S. P. Moore
Surgeon General

Sir,
The officers of railroads connecting with those leading from Richmond, represent that they are not notified, in time of the departure of trains of sick soldiers, and that the consequent delay, in making preparation for transporting them from the points of junction, occasions difficulty to the railroads and suffering to the soldiers.
To remedy this difficulty, I respectfully suggest that timely notice, at least twenty four hours, if possible, of the departure of all sick trains, be given to Captain Morfit AQM the officer in charge of transportation at Richmond by the Medical officers who arrange the times of departure of such trains, and request that you will give instructions to that effect.
Larkin Smith
AQM General
