Quartermaster General's Department
Richmond, Va. July 20, 1861

Major W. L. Cabell
A. Q. Mastr.
Manassas Junction, Va.

Sir,
Say to General Beauregard that the President desires him to give orders to the telegraph operator at Manassas to give priority in all cases to the transmission of dispatches having reference to the movement of trains to and from Manassas, except where it is absolutely necessary for the General to communicate with Head Quarters here. A collision on the roads might paralyze for a time the most important movements. It has been reported that private dispatches have interfered with the transmission of Public ones.
