Quartermaster General's Department
Richmond, Va. July 12, 1861

Captain M. G. Harman
A. Q. Master
Staunton, Va.

Sir,
I am informed by the President of the Confederate States that unnecessary delay occurs in discharging Rail Road Cars of passengers, freight and baggage at Staunton, on arriving there. Every detention of this kind is most injurious to the public interest. You will take immediate measures to secure the greatest promptness in relieving the Cars of their loads on their reaching your station, in order that they may make the return trip with the utmost dispatch.
A. C. Myers, A. Q. M. Genl.
