Sir,
It has been represented to the President of the Confederate States, that unnecessary delay occurs in discharging Rail Road Cars of passengers, freight and baggage at the terminus where you are stationed. Every detention of this kind is most injurious to the public interest. You will take immediate measures to secure the greatest promptness in relieving the Cars of their loads on arriving, in order that they may make the return trip with the utmost dispatch.
A. C. Myers, A. Q. M. Genl.
