Sir,
I have been received by reference from the Adjt General, a letter from Capt A G Brinizer Ordnance Officer, at Greensboro, in which the following passage occur, "I beg to call your attention to the repeated detention of stores, on the Rail Road leading from Richmond and especially the North Carolina Roads. At Raleigh there is great difficulty in procuring cars, on which to load stores and when they are obtained and loaded they are frequently allowed to remain there one or two weeks." I call this matter to your attention that you may report thereon and remedy the delay to the extent of your power.
