Sir,
   The reward of 30$ which was formerly allowed for the apprehension of deserters is not now authorized and will not be paid. When you have incurred expenses in making such arrests they will be paid out of the funds in your hands taking his vouchers therefor. The Captain or commander of the company to which the deserter belongs should be promptly notified of the expenses of the arrest that they may be charged against him on the pay rolls.
   Expenses attending the arrest of spies or suspicious persons, can be paid in the same way, and on the settlement of your accounts, they will be referred to the Secretary of War for approval and if allowed will be reimbursed out of the counterinsurgent funds of the War Department. In both cases you should have orders from some commanding officer, if possible.
   The remittance of $3000 estimated for by you has been requested and you will be advised when it is placed to your credit. The delay is in the Treasury Department and cannot be controlled by this office.
