Sir,
   I have your note of the 27th instant on the subject of the transportation of discharged soldiers, and recruiting officers.
   I am informed that the Rail road Convention in session in this City at this time, has passed resolutions to give free passage to all sick discharged soldiers, from the place of discharge to their homes. A discharged soldier should always have about him, his discharge from the service signed by his commanding officer, also the certificate of the Surgeon who examined him and signed his discharge. Without these papers he is not entitled to transportation, except he presents the order of an authorized agent of the Quartermaster Department.
   There is no recruiting now carried on in the Confederate States, therefore no person is entitled to transportation on that service.
   I hope in a day or two, to send a circular pointing out the simple and uniform mode of accounts for transportation of persons and freight.
