Sir,
   The Rail Road accounts which you were instructed by Capt Hirsch to pay had better come here for settlement. Special authority has been given in exceptional cases to audit these accounts, at different placed, but as a general rule they are settled by Lieut Colonel Smith at this point, who is familiar with the whole matter and but protect the interest of the Government while doing full justice to the various companies.
