Dr. Sir,
   I take leave to hand you a letter from Genl. Wright, Commanding at Atlanta, covering other papers in relation to details on R. Roads. Under the present law the Roads cannot be worked efficiently; & we are rapidly approaching serious trouble on that question. Please return these papers, when you have no further use for them. A note from the Superintendent of the Road to Petersburg this morning says that all details for wood contractors having been refused under the law he fears that they must stop transportation of all kinds after this week.
   I will be happy to confer with the Committee if it is desired.
