Richmond, May 1, 1863

Major James Glover
Q. M.
Knoxville Tenn.

Sir,
If you deem it expedient, you can devolve on Captain De Laigle, the duty of examining, and paying the Rail Road accounts for Army Transportation. Or in your discretion you can designate any other Quarter Master at the post for that duty. Be careful to see, that the officer, in whose hands this matter is put, is fully instructed as to the rates of payment and the rules of settlement, and report to this office his name.
A C. Myers, Q. M. Genl.
