Quartermaster General's Department
Richmond, April 22d 1863

Major Jno. L. Bradford
Q. M.
Chattanooga, Tenn.

Sir,
In reply to your communication of the 15th February last, I have to inform you, that since December, Colonel Wadley has been in charge of transportation. I therefore on the 20th February referred your letter to that officer, who returns it endorsed under date of April 6th, as follows.
"I am aware of the difficulties mentioned in getting coal, but can take no action, as it is foreign to my duties. It is labor, and not transportation which is wanted."
Such seems to be your own view, and the remedy seems to exist in the exercise of proper exertions upon the part of the managers of the coal mines in securing the necessary labor.
A C. Myers, Q. M. Genl.
