Quartermaster General's Department
Richmond, April 16th, 1863

Major Herman Hirsch
Q. M. Savannah Geo.

Sir,
I have been informed that for some time previous to the 25th of March, corn of the Government has been transported from Macon to Savannah whilst Government corn has been transported at the same moment from Savannah to Macon.
This statement is surprising, as it is difficult to comprehend, what possible pretext there could be for this unnecessary tax upon the Rail Road transportation, insufficient as it is for the necessary demands of the Government.
The subject is brought to your attention with the request that you will transmit a report to this office, showing under what circumstances, this double transportation has occurred and whether the Quarter Master's or Commissary Department is responsible for it.
A. C. Myers, Q. M. Genl
