Mr. Fontaine President of the Virginia Central Rail Road Company, in
relation to an increase of the rates of transportation allowed that
Road, together with my reply. {neither document

duty of making contracts of this character, I deem it proper to
forward the within papers to you that you may consider their contents
and determine what, for the future, will be a just compensation in the
case referred to. |
