Sir,
   The proceedings of a Board of Survey recently forwarded by you to this office, in regard to the loss of corn shipped to you by Captain Brown has been received, and referred to Lieutenant Colonel L. Smith that he may charge the value of the property lost, to the transportation account of the Rail Road Company responsible therefor.
   The transportation circular requested by you, I will have forwarded in a few days, so soon as they are printed.
   An officer is only required to receipt for what he receives, not for all that may be covered by the invoice.
   A Board of Survey, as prescribed at page 122 of the Regulations of this Department, is the proper proceeding in case of a loss such as is herein referred to.
