Sir,
   My attention has been called to a letter from yourself to Mr J. M. Selkirk R. R. Agent Jan 27th and my interpretation asked of the circular of Sept, in connection with the proposition contained in your letter. Your letter seems to propose that the Road delivering shall furnish to you receipts from the Road receiving freights; which receipts shall be evidence to you that the freights have been delivered as called for by the B of L and authorise you to sign those B of L thus giving them the force of vouchers and further that when stores arrive in bad condition they must be reported to you before transfer so that packages may be put in proper order. These arrangements, proposed by you, are by no means objected to, and would save trouble, provided the R. Roads agree to them. But it is my duty to advise you that you have no right to require this of the Roads, but that it is made your duty to obtain the information that you seek, by the personal attendance of an Agent or Clerk. The circular says, it will be the duty of each QMaster to require one of his clerks to superintend the receipt & forwarding of all supplies consigned to him, and personal supervision is required.
