Sir,
   In reply to your inquiry of the 8th instance you are informed that it is not desirable to stop cotton at Florence on it way to Wilmington to put it in condition. It would lead to great delay and there are better facilities for doing the necessary work at Wilmington, where the cotton is compressed for exportation.
