Quartermaster General's Department
Richmond, Dec 5, 1861

Major A. A. Burleson
Qr. Master
Knoxville, Tenn.

Sir,
You will pay to Campbell Wallace, Esq., of Knoxville the sum of two thousand dollars, for his services in taking possession and working the East Tennessee & Virginia Railroad, under the orders of Gen. Zollicoffer, who was directed to take military possession of that road.
The amount thus to be paid to Mr. Wallace is to be re-imbursed to the Government, by deducting it from the claims of the E. T. & Virga Railroad {East Tennessee & Virginia RR} against the Government for transportation of freights, etc; and in settlements made with that R. Road you will be governed accordingly.
A. C. Myers, Qr. Master Genl.
