Whenever troops are to move on Rail Road, load the forward trains first, & ask comdg officer to have the cars filled with men. Unless filled we cannot furnish cars enough. If all the trains move at once water cannot be provided & delay will occur. I urge that the Railroad men be consulted as to what the train ought to carry & load accordingly.
