Sir,
   You will report to this office, the arrangements made by you in regard to the delivery of the iron taken from the Baltimore & Ohio Rail Road, to the Winchester & Potomac Railroad Company, stating particularly whether the transportation of the iron was furnished by the Government or the Railroad Company, and if the former, was its cost intended to be included in the price of fifty dollars per ton, for the iron. You will also inform this Department what disposition was made of the cross ties, taken from the Baltimore road. Were they sold to the Winchester Company, or delivered without being included in the arrangement made by you?
