   Enclosed I transmit a telegram received from the Superintendent of the {Virginia} Central Road, in regard to the late arrival of the train at Brandy Station.
   It would seem that the delays which you brought to the notice of this Department, were probably accidental and that their recurrence may not be anticipated.
   In the condition of the Rail Road, faster time would be hazardous, and the inconvenience of leaving Richmond at an earlier hour than 7 a.m. would probably be very great, during the winter months.
