| I return to you as requested the opinion of Atty Genl
Tucker, touching the duty of Rail Road Companies in the transportation
and delivery of freight. It is unnecessary to prosecute the matter
further, as I accept the Law as laid down by Mr Tucker. I have
communicated that fact with a copy of the opinion to Lt Col Smith. |
