Sir,
   I have to acknowledge the receipt of your letter of the 18th inst inclosing sundry certificates of transportation signed by individuals claiming to be discharged soldiers of the Confederate States army, and in reply have to inform you that those certificates are not sufficient to authorize payment.
   Soldiers discharged at Richmond when entitled to transportation are furnished with tickets by the Quarter Master at this place, which are surrendered to the first company transporting the soldier who in lieu thereof give copies, or other tickets, one of which is delivered to each road over which he travels, and those companies, or tickets, in addition to a copy of the discharge, on the vouchers each company should file with their claims. If the simple certificate of an individual calling himself a discharged soldier (as is the case with some of the enclosures in your letter) that he has received transportation, is to be take, as evidence upon which to admit claims for transportation there would be no check to frauds committed by such practice.
   With regard to the certificate of J. A. Leach & W L Monroe for transportation for themselves and nine recruits the evidence is not sufficient to show that those men were what they professed to be "Viz" members of different companies travelling to join their companies.
   The certificates of Brig Genl E L Tracy for transportation of the Jackson Rangers, 50 men, and of the Adj & Ins Genl of La, for the transportation of private J W Hill the form dated Sep 2d, the letter the 26 Oct 61 -- can be paid by the quarter master at New Orleans La to who you will apply for payment. The certificate of T D Catlin travelling as out collecting arms properly appertains to the Ordnance Department.
   The enclosures received in your letter are all herewith returned to you.
