Sir,
   Maj. Lee has been directed by telegram to direct the shipment of the 167 bales of damaged cotton {5-7 car loads} now at Durhams {North Carolina RR} to this point to Maj. Ferguson where it will be expended by the cotton Factories if in suitable condition, otherwise in making paper.
   It is not perceived why there should be difficulty in shipping yarns by freight train, to Columbia from Durhams. Your communication on that subject recd, by reference from Maj. Lee has been referred to Lt Col Sims for report. You will be advised of the result.
