| By direction of QMGenl, I enclose to you
an order of Mr Sumner for an extension of the details of certain
parties. You will observe that it is accompanied by no certificate, such
as is required, that the men are "experts & indispensable" vide circular
QMG Oct 10th |
| Please confer with Mr Sumner
{Superintendent, North Carolina RR}, have
his lists prepared in accordance with our circular, reducing the number
applied for to the lowest possible figure, sign the requisite
certificates with him & send forward for the action of this office. The
QMGenl makes no original certificates but "joins in" those of his
officers. |
