Sir,
Clear instructions were issued some time ago. With regard to transportation. The circular designated for whom and what transportation was to be furnished and also in what cases it was to be withheld. The law makes no allowance to officers for servants and their transportation must remain a matter of private arrangement between the officer and the Rail Road Company, as I have no authority to go beyond Law. In their charges the companies I think should be as moderate as possible. Officers are entitled to transportation for the horses allowed them by reulation.
