Sir,
   *****
You will please on receipt of this, obtain with as little delay as possible ten laborers, and take them with you to Bristol. Stop on the route from Bristol to this city at every point where there is government freight, and freight for men and officers of the army, detained either in cars, or by the way, and give those already despatch to their destination.
I am informed that there is a great deal of freight which is turned off the track and is delayed only for the want of labor to put the cars on the track and connect them with the engines, also that loose boxes marked to Captains and various individuals are delayed because the roads are afraid the freight will not be paid.
You will devote your best efforts together along speedily and then report to me in Richmond.
