Sir,
In my endorsement on your letter, I stated what were the obstacles that prevented this Dept. from complying with your request. We have been compelled to refuse other companies much further off from the sources of supply than your own. Much of the Government corn is obtained by impressment, and the law does not authorise that be one except for the supply of the army and great complaint would arise were we, while impressing on the one hand, on the other to part with a portion of our supply to a R. R. company.
