| In reply to yours of the 9th instant
enclosing communication from H. T. Peake, Superintendent South Carolina
Rail Road, and asking that authority to order transportation be defined
&c. I have to inform you, that it will be impossible to define your
authority to order transportation from the multiplicity of questions
which might arise, and have therefore to state that such questions which
cannot be decided by yourself, be submitted separately to this office
for decision. |
