| Refers letter of Supdt H. D. Whitcomb
{Virginia Central RR} stating that Reams &
Ryan two men detailed to work on his road have been summoned to appear
before the Board of Examination & that one has already been appointed
3rd Asst Engineer. He suggests that in consideration of the inquiry to
his business if these men are taken away that the Navy Dept furnish two
machinists in their place. |

| Resply retd to Maj Sims with the suggestion
that the Supt of the Central RR better designate if he can by name two
men in the Service (Conscripts) if possible who are qualified to take
the place of those removed by the action of the Navy Dept. I will then
recommend that they be detailed. |
